ANALISIS INTEGRASI VERTIKAL PERENCANAAN PEMBANGUNAN KELAUTAN DAN PERIKANAN: KASUS DI KABUPATEN PACITAN, JAWA TIMUR
The current issue of marine and fisheries development planning is un-integrate vertically.
Therefore analyses of vertical integration to all level of strategic plan is needed. General
objective of this research is to analyze vertical integration of the strategic plan of marine and
fisheries development and formulating recommendation needed. Specific objectives of this
research were: (i) to analyze the content of strategic plan; (ii) to analyze gap between programs
on strategic plan documents; (iii) to formulate recommendations; (iv) to formulate vertical
integration system of strategic plan on marine and fisheries. This research was conducted starting
from December 2002 to June 2003 for data collecting and from July 2003 to April 2004 for data
analyses and preparing draft. The method of analyses consist of: (a) content analysis, (b)
compatibility analyses, and (c) nodal analyses. The result shows that: (1) top-down and bottom-up
approaches to analyze all of level strategic plan and in between level, generally shown weak
vertical integration; (2) bottom-up approach is better than top-down approach. Mean value of
fidelity index of bottom-up approach is higher (0,95) than top-down approach (0,94). Gap of
bottom-up approach lower (0,19) than top-down approach (0,44). Distortion of program by
bottom-up approach relatively lower (17,7%) than top-down approach (34, %). It is recommended
to prepare standard of strategic plan formulation using bottom-up approach.
