Evaluation On The Implementation Of Railway Facilities Worthiness Policy In Sumatera Indonesia

ABSTRACT
The aim of this research is to evaluate the implementation of railway facilities worthiness policy
at the Facility Worthiness Subdirectorate Region II in Sumatera Indonesia. The research uses
qualitative method with descriptive design. Data collection is done through interview, observation
and documentation. The number of informants involved is as many as 11 persons. Data analysis
uses the analysis model from Miles and Huberman.
The results of gthe research indicate that the implementation of railway facilities worthiness policy
has not run well yet. The input, process and output have not been sufficient, both in quantity and
quality. The obstacles are that the human resources are not sufficient, both in quantity and quality,
SOP has not been fully implemented, the infrastructure and facilities are insufficient, budget
utilization is not on target and not in line with the plan because of budget saving or cut.
Therefore, it needs comprehensive strategy in the form of providing places for testing along with
place for maintenance; adding testing tools; adding examiners and administration staff; human
resources quality improvement; implementing the newest technology; sufficient budget; SOP
development according to the field condition; simplifying the process of testing and certification
to be effective and efficient; organizing supervision and evaluation; involving private sector as
institution/body accredited by government for the testing; supporting facilities and infrastructure
based on online technology and information system.
